Cheney, in turn, seemed to have insulated himself from his own acts by defining himself as a selfless supporter of Bush’s presidential prerogatives, which Cheney defined in large measure as synonymous with his own priorities — among which was the vast expansion (or reclamation, depending on your point of view) of Executive power. Cheney’s Vice Presidency was, in effect, a shadow Presidency — one we had not seen before, and did not, therefore, expect.
